The operational phase of the core program has been entrusted by means of a mandate of delegated project ownership to an international group of development experts in charge of :

• Develop and optimize development projects
• Follow the timetable of the deployment
• Formalize the financial and operational partnerships
• Secure the investments

The CIOA group, selected within the framework of the project deployment, ensures to facilitate the relationships between the projects partners of the Union of the Comoros, and the Comorian government, in application of the international standards.
