The Union of the Comoros has formally mandated CIOA on march the 2nd, 2018, in order to « represent and act on behalf of the government, with any distribution group for the purpose of the national Central purchasing service installation in the Union of the Comoros ».

As part of the bestowed mandate, the CIOA mission consists in leading consultations with the distribution actors and in facilitating their establishment.
This, with the aim of optimizing the importation budget of food and non-food products, as much for the State services and State-owned Companies needs (about €50M per year), as for the population general needs, whose importations exceed €200M per year.
